Is there a parking ban during the Winter?

Article XIV - Use of Public Ways; Section 11 of The Town of Whitman By-Laws states: Between the hours of 11:00 P.M. and 6:00 A.M. no person shall place, or cause to be placed, any vehicle which shall interfere with the removing or plowing of snow, or the removing of ice in any way of the town. The Board of Public Works, or those acting under their orders in the lawful performance of their duties, for the purpose of removing or plowing snow, or removing ice, from any way, is hereby authorized and empowered to remove, or cause to be removed, to some convenient place, including in such term a public garage, any vehicle interfering with such work, and the owner of such vehicle shall be liable for the cost of such removal, and the storage charges, if any resulting therefrom.

In addition, The Board of Selectmen have the authority to declare a local state of emergency at any time they deem appropriate. This depending on what the state of emergency was declared for could trigger a parking ban. The parking ban hours would be determined by the Board of Selectmen and not necessarily limited to the hours of 11:00 P.M. to 6:00 A.M. The Board of Selectmen also reserve the right to restrict parking as they deem necessary.
